The news of Black Dragon's coronation wasn't made public; only a select few knew about it.

The Southwild Military District was buzzing with excitement.

"Congrats, Dragon Lord... No, wait, I should call you Dragon King now," Frank said with a broad smile.

"Alright, enough with the flattery," Larry waved his hand dismissively.

He didn't care much for these titles.

Idris approached and asked, "Larry, what should we do with the 140 cities that the 28 nations compensated us with?"

Larry rubbed his temples. This was a tricky issue.

"Let's go, time for a meeting."

Larry stood up first and headed to the conference room.

In the military district building's conference room, generals and the newly appointed Eight Heavenly Dragons were gathered.

Larry took the head seat.

Idris pulled out a document and read, "Each of the 28 nations compensated us with five cities. Though they're relatively small, combined, they cover a vast area. According to the data, these 140 cities are home to over 300 different ethnic groups, with a population of around 100 million."

Larry listened intently.

These 140 cities were now part of the Summer Nation, and their residents were now Summer Nation citizens.

After Idris finished reading the collected data, Frank grinned and said, "Larry, now that you're the Dragon King, the higher-ups have decided that the territories ceded to us are under your control. How do you plan to manage them?"

Larry looked helpless. "I don't know much about this stuff."

After thinking for a moment, he instructed, "Frank, I'll leave the task of organizing these cities to you. You must reassure the citizens from other nations and let them know that joining the Summer Nation is a blessing for them."

"Got it."

Frank confidently promised, "I'll make sure everything is handled perfectly."

He then laughed. "Larry, 140 cities! That's a vast area. The Southwild Border is rich in minerals, and now all of it belongs to you. You're the wealthiest man in the world."

Larry smiled faintly. "What's the use of money? It's just numbers. But since you mentioned it, I have an idea."

"Larry, what idea?"

Larry smiled. "As you said, the Southwild Border cities are rich in minerals, but due to constant wars, they haven't been properly mined. We'll start with the minerals and make the people in these 140 cities wealthy."

"Larry, you're brilliant."

"Brilliant, my foot. Also, the Southwild Border cities are chaotic, with various armed forces, private militias, and mercenaries. You need to clean this up. I don't want to see any corruption or lawlessness."

"Yes, I guarantee the task will be completed," Frank said loudly, his voice firm and clear.

Larry instructed, "Take the newly appointed Eight Heavenly Dragons with you. They're all very powerful and can provide a lot of help."

Frank nodded and then asked, "Larry, we need to rename these cities, plan them into a state, and establish cities and counties for better management. Also, we should develop these cities into international metropolises. They don't have to surpass Sunset City, but they shouldn't fall behind either."

Frank continued enthusiastically, "We need a ten-year plan to build a world-class city."

Larry hadn't expected Frank to have such political acumen.

Larry looked at the other generals present and asked, "What do you all think?"

"General Frank makes sense."

"I agree. We should plan carefully. However, while the inland focuses on civil governance, we should focus on military governance. To gain fame, we should first establish a military academy."

"Plan well, station troops in each city, and strive to create the safest cities in the world."

Everyone chimed in.

The monarch of the Summer Nation had appointed Larry as the Dragon King, entrusting him with the management of these cities.

"How about Chloe City?" Larry suggested offhandedly.

Frank rolled his eyes. "Larry, why do you always think of Chloe when naming a city?"

Larry smiled awkwardly. "It just sounds nice."

"How about Dragon City, since you're the Dragon King?" Frank proposed.

"Alright."

Larry didn't dwell on it.

He stood up and said, "That's settled. Frank, I'll leave the task of requesting personnel from the inland to you. Meeting adjourned."

Everyone stood up, put on their military caps, and saluted in unison. "Farewell, Dragon King."

Larry turned and left.

Frank followed him.

"Larry, now that the Southwild issue is resolved, I think you should take a break and go to Sunset City to find Chloe. I'm sure she's waiting for you there."

Larry paused.

Find Chloe?

Was there still a chance for him and Chloe?

Before coming to Southwild, he had made a promise to another woman.

If he survived this, he would marry her.

"Focus on your job," Larry said and turned to leave.

Frank shouted, "Larry, when will you bring us a sister-in-law?"

Larry ignored him and left the military district, heading to Black Dragon Mansion.

Back at the spacious mansion, he leaned on the sofa, rubbing his temples.

Larry didn't know what to do next.

Should he go back to Sunset City to fulfill his promise?

As Larry was torn, his phone vibrated on the table.

He picked it up and saw an unknown number. He was about to reject it, but then thought that few people knew his private number. It might be someone he knew.

He answered the call.

A raspy, weathered voice came through, "Larry, Black Dragon, Dragon King, congratulations on your coronation."

"Who are you?"

"Who I am doesn't matter. If you want Chloe to live, come alone to Heavenly Mountain Pass."

Larry stood up abruptly, his expression darkening. "If she loses a single hair, I'll wipe out your entire family."

"I wouldn't harm her. Don't worry, she hasn't lost a single hair. But if you're not at Heavenly Mountain Pass by nightfall, I can't guarantee her safety."

The caller hung up.
