Alexander's arrival was a game-changer for Megan. His intel gave her the upper hand, but it also planted a seed of doubt in her mind.

Sure, West Mountain Base didn't have heavy machinery, but they were loaded with firepower. Taking down a single shelter shouldn't have been an issue.

"Are Steven and his crew that untouchable? Could West Mountain not even get close?"

Megan knew better than to underestimate anyone. Without knowing the full picture, one wrong move could spell disaster.

After pondering it over, she finally made up her mind. 'If this is as risky as it seems, I can't let Emberwick Base take the heat alone! We've got to drag the other factions into this. That way, we share the risk and keep them from pulling a sneak attack on us while we're busy!'

Although acting alone had the potential to monopolize all the spoils, a truly shrewd businessperson would only seek limited profit.

Megan immediately found her old friend, Leonard, the leader of Silverlake Base.

The two were strategic partners and had the closest relationship among the major forces in Starlight City.

The key was that their Psychic Austin also died at Steven's hands, giving them a reason to attack Steven.

After the call connected and a few quick pleasantries, Megan cut to the chase.

"That Steven's no joke. He held off West Mountain Base for ages, and in the end, they got wiped out. Neither of us can take him on solo. How about we team up? You in?"

Leonard had actually already sent spies to investigate Steven and his shelter.

He also hadn't found any useful information and didn't dare to launch an attack on that shelter.

Hearing Megan's suggestion, Leonard just chuckled. "Just the two of us might not be enough. If we're going to fight, let's get everyone involved!"

The smile on Megan's face grew even brighter. "We both had the same idea."

Snowfall Cult and Frostwood Base.

One's a sketchy, unpredictable cult, and the other's a no-nonsense crew of steelworkers.

But don't sleep on either of them. If they decided to hit them while they were busy with Steven, it'd be game over.

Especially the Snowfall Cult—they've been the outcasts of Starlight City for ages.

Sure, they might seem all quiet and harmless, keeping their heads down, but the quiet ones are the ones you gotta watch.

So, the smart move was to pull them into this mess. Make them part of the plan!

Megan said, "As long as we join forces, persuading them to take action together will be easy. I'll talk to Frostwood Base, and you handle Snowfall Cult. No problem, right?"

Leonard's eyes wandered. "If all four of us take action, dividing the territory afterward will be a big issue."

Megan let out a sharp laugh. "West Mountain Base's territory's too damn big for anyone to swallow whole. Right now, just holding our own ground's a full-time job! I don't give a damn about the rest, but the factories in Eternal River District? Those are mine!"

Leonard chuckled. "Deal. We're mostly at sea, so that stuff's no use to us. But we'll need a bigger cut of the food from the warehouses. And, we're gonna need more fuel from you!"

After a discussion, the two leaders reached a consensus.

So, they each went to get the other two factions to join in the attack on Steven!

Frostwood Base sat in the northwest corner of Starlight City.

Back in the day, there was a massive forest and the legendary Frostwood Steel Plant.

One of the four major shelters, Frostwood Base, was buried right under that plant.

The base was mostly made up of lumberjacks from the forest and steelworkers from the plant.

They weren't trained soldiers or bodyguards, but no one in their right mind would underestimate a bunch of hardcore workers like that.

In one of the workshops of the steel plant.

A man who looked to be in his thirties was sitting on a lathe.

However, steelworkers generally looked older, so it was hard to determine his exact age.

He wore a gray work uniform, and his hair was messy from lack of grooming, making his high hairline even more noticeable.

His dark face had sparse stubble and many acne marks from irregular sleep patterns.

Such a man could be seen on any assembly line in any factory in Starlight City, unremarkable and ordinary.

At this moment, he had one leg on the lathe and was holding a piece of bread, throwing it piece by piece on the ground.

Two dogs were lying on the ground.

Upon closer inspection, they were two people.

One was a skinny man, and the other was a long-haired man with glasses.

Both had heavy iron chains around their necks and were sticking out their tongues like dogs, wagging their tails and begging the man in front of them.

Every time the man threw down a piece of bread, they would quickly pounce on it, even fighting each other with drooling mouths.

Seeing this scene, the man would show a happy smile.

Outside the workshop, a few people in white combat uniforms walked in.

The combat uniforms had a clear green leaf emblem on the chest, representing their identity as members of Frostwood Base.

They came up behind the man who was feeding the "dogs," glanced at the ridiculous scene on the ground, and couldn't help but smile. "Boss, the head of Emberwick Base is asking for you!"

Sebastian, still crouched with the food, looked up. "Megan? What's she want?"

The lackey shrugged. "Said it's something big. Didn't give us the details."

Sebastian, the Captain of Frostwood Base, jumped down from the lathe. "Alright, let's see what she wants!"

He turned to leave, and the two "dog-men" on the ground panicked, crawling forward despite the chains.

The two men stuck out their tongues, looking at Sebastian with fawning eyes, hoping he would give them more food.

Sebastian turned back and laughed at their ridiculous appearance.

"You guys are really good at playing dogs! It was a waste to have you play humans before."

He handed the bread to a subordinate, "They haven't eaten for three days. Feed them for me. It's rare to have two good dogs to play with, don't let them die!"

The two subordinates grinned with joy. "Got it, leave it to us, don't worry!"

Sebastian walked out of the workshop, and soon there was the sound of dogs barking, followed by a series of miserable screams.
